Torrential downpours in Seoul created deadly conditions. Over 400mm of rain poured in some areas in just one day. That's the equivalent of a month's worth of rain during the rainiest seasons in Korea. At least eight people perished and countless others were stranded and in desperate straits from the heavy precipitation. However, could this have been avoided?
